Participants will analyze how public-private partnerships can reduce risk and accelerate deployment of alternative fuel stations for fleet use. They will review the value propositions, responsibilities, and decision points for both public agencies and private-sector investors. The session will help attendees identify partnership models that improve project feasibility, utilization, and long-term sustainability.
William Karr is the Director of New Energy Ventures for Philadelphia Gas Works (PGW). With 15years of experience in the natural gas industry, he joined PGW in 2024 to deliver business diversification opportunities for the municipally-owned natural gas utility. This work includes PGW’s hydrogen program, which is part of the Mid-Atlantic Clean Hydrogen Hub (MACH2).
William holds a B.S. in Mechanical Engineering from Lafayette College and an M.B.A. from Lehigh University. He is also a licensed professional engineer (PE) for the state of Pennsylvania.
Michael Terreri manages private- and public-sector technology initiatives from developing the business case through coordinating implementation. His experience includes serving as a U.S. Department of Energy Clean Cities Coordinator, and leading major clean energy projects across North America, including EV and charger deployments, fleet electrification, and charge management hardware and software.
Eme Torlai is a Director of Business Development at Clean Energy, where she partners with public transit agencies to develop and manage public-private partnerships for CNG and renewable natural gas (RNG) fueling infrastructure and programs. With more than 13 years of experience supporting public-sector fleets, Eme brings a deep understanding of how transit agencies balance operational reliability, fiscal responsibility, and long-term sustainability goals.
Eme works closely with transit leadership teams to structure delivery models that align with agency priorities—whether through design-build, operations and maintenance, fuel supply, or fully integrated public-private partnership arrangements. Her work spans the full lifecycle of CNG infrastructure projects, from early planning and procurement through construction, commissioning, and ongoing performance management.
She supports major transit systems across the country, including New York City MTA, Dallas Area Rapid Transit (DART), Trinity Metro, METRO Houston, and the Washington Metropolitan Area Transit Authority (WMATA). In each engagement, Eme focuses on clear accountability, risk mitigation, and transparent communication to help agencies achieve predictable costs, high station uptime, and dependable fuel supply.
Eme is particularly passionate about helping transit agencies leverage renewable natural gas as a practical solution to reduce emissions without compromising service reliability. She holds a B.B.A. in Marketing from Southern Methodist University and is known for building collaborative partnerships that deliver measurable outcomes for both public agencies and private operators.
Stuart Weidie is the President and Chief Executive Officer of Blossman Gas, Inc., a propane and natural gas liquids company with 84 locations throughout the Southeast and Mid-Atlantic states. In addition, he serves as the president of the nationwide alternative fuels and equipment network, Alliance AutoGas, Alliance AutoGas provides propane autogas for vehicles and lawn care companies in 48 U.S. states. Blossman Gas, Inc. is the managing member. He is also the founder of the propane autogas industry coalition AutoGas for America.
Through his work with Alliance AutoGas and Autogas for America, Weidie leads the movement to power America‘s fleets on propane autogas, the world’s most widely used alternative fuel with more than 29 million vehicles globally.
Stuart served as Chairman of the National Propane Gas Association in 2016 & 2017 and served as the Chairman of the Propane Education and Research Council (PERC) until recently, when his term ended in June 2023. In 2018, he was the youngest member to be inducted into the LP Gas Hall of Fame.
He holds a B.A. from the University of New Orleans and a master’s degree from the College of William and Mary. He and his wife Ann have six children and reside in Asheville, NC.
Van Wilkins the Executive Vice President for Growth and Co-Founder of InCharge Energy. Van was integral in the startup of the operations for InCharge Energy with over 35 years of experience in Construction, Fleet Fueling, Facilities Management, Data Center Reliability, EV Charging Infrastructure development and EV Solutions for OEM Auto Makers across the US, Canada, Latin America and Europe.
Previously, Van was the Director of Business Dev. and had P&L responsibility for ABM’s National Accounts team as it built out a large portion of early adopter EV infrastructure. Prior to that Van operated several TEGG Service Franchises in Arizona and Virginia for Electrical Maintenance and Testing.
