
Louise White
Deputy Energy Officer, Office of Governor Abigail Spanberger
Louise White serves as Deputy Energy Officer for the Commonwealth of Virginia in the Office of Governor Abigail Spanberger, where she helps advance the state’s affordable energy priorities. Previously, Louise was a Senior Strategy Consultant at the U.S. Department of Energy, supporting both the Loan Programs Office (LPO) and the Office of Technology Transitions. In that role, she authored the DOE’s Pathways to Commercial Liftoff report on grid modernization and advised on transmission, distributed generation, and other emerging energy deployment strategies. She also previously served as a fellow with the Recoding America Fund, partnering with state governments to improve the operational effectiveness of public services.
Prior to joining the DOE, Louise was a consultant with Bain & Company focusing on energy and power markets and with the Environmental Defense Fund addressing oil and gas methane emissions. Louise holds an MBA from Stanford University and a BA from the University of South Carolina.
