The Mountain State Advanced Transportation (formerly WV Clean Cities) works with vehicle fleets, fuel providers, community leaders, and other stakeholders to identify community-driven choices that save energy and promote the use of alternative fuels and advanced vehicle technologies in transportation.

Appalachian Resiliency Center – Marshall University
Rebecca Pastor is dedicated to advancing sustainability and resiliency across Appalachia through applied environmental science and community-based innovation. She holds a Bachelor of Science in Environmental Geoscience from Concord University and a Master of Science from the University of Maryland School of Pharmacy.
At the Marshall University Appalachian Resiliency Center, Rebecca contributes to initiatives that merge environmental stewardship with practical solutions for community well-being. She plays an active role in the Marshall University & Beyond Composting Program, which diverts food waste from landfills and transforms it into nutrient-rich soil to support local gardens and regenerative agriculture. In addition, she is involved in the development of a hydroponic greenhouse project, designed to increase year-round food production, strengthen regional food security, and provide experiential learning opportunities in sustainable agriculture.
Rebecca’s work reflects her commitment to combining her geoscience expertise with forward-looking sustainability strategies. Her focus is on creating resilient systems that restore ecosystems, enhance food security, and support long-term environmental and community health in Appalachia.
