Session C1: The Runway to Renewables: Redesigning Airports for SAF, UAS Charging, and Low-Carbon Ops

Participants will explore how airports can adapt infrastructure and operations to support sustainable aviation fuel, unmanned aircraft systems charging, and broader low-carbon initiatives. They will identify planning considerations related to airside operations, facility upgrades, stakeholder coordination, and emerging technology integration. The session will help attendees understand how airport redesign can support both near-term implementation and long-range sustainability goals.

Scott Denny, following graduating from Christopher Newport University, Scott attended North American Institute of Aviation where he received his commercial, Instrument and Certified Flight Instructor certificates.  After flight school he flew as a CFI and traffic pilot for six years before beginning work in his second career as a City Planner with the City of Chesapeake followed by a stint as a Zoning Officer in James City County.  In 2001 Scott took a position as Senior Aviation Planner with the Virginia Department of Aviation.  He stayed in this role for 23 years until he accepted his current position at the Department in 2024 as the Advanced Air Mobility Program Manager.

The Honorable Karen R. Jackson served as Secretary of Technology for the Commonwealth from 2014 – 2018.   During her time in public service, she concentrated on advancing the development and adoption of technologies including broadband, autonomous systems, cloud computing, cybersecurity, and data analytics.   She also oversaw Virginia’s IT infrastructure and was a staunch supporter of STEM programming.

She now serves as the Founder and CEO of Apogee Strategic Partners, LLC, providing consulting, advocacy and strategic planning services for clients ranging from Fortune 100 companies to start-ups and public sector entities and a Senior Fellow at the Commonwealth Center for Advanced Logistics Systems (CCALS), a five-university consortium where she provides leadership on state government-related matters, relationship development, and emerging logistics technologies and applications such as next-gen energy, autonomy, cyber, AI, and supply chain resilience. She holds a Bachelor of Science in Business Administration from Christopher Newport University, an MBA from William and Mary, and Executive Education credentials in Cybersecurity and AI from the John F. Kennedy School of Government at Harvard University, and the MIT Sloan School of Management respectively

Kevin West brings over 18 years of airline experience and is the Manager of GSE Infrastructure and Analytics at Delta Air Lines, where he leads efforts to modernize and electrify ground support equipment through strategic fleet planning, charging infrastructure, and data-driven insights. He partners across teams to scale electric GSE operations while leveraging analytics to measure utilization, optimize performance, and inform leadership decision-making.

Paul Winters is Director of Public Affairs and Federal Communications for Clean Fuels Alliance America, leading communications efforts and media outreach on federal policy priorities. Paul brings to Clean Fuels extensive experience in media relations and advocacy on the RFS and other federal policies. Paul earned a bachelor’s degree at UCLA and a master’s degree at the University of California, Davis, in political science and international relations.
